I always tell customers never to use jewellers cutters to cut steel - the cutters are made of steel, you will simply damage the cutters - EXCEPT for these, which are so tough that they can cut steel wire up to 1.75mm thick (and also copper up to 2mm and brass up to 1.75mm). Why "clearance" ?
